- Orange Tapioca Mix: Heat 7 ½ cups milk in saucepan over medium heat. Blend remaining 5 cups cold milk with tapioca mix; stir into hot milk. Cook over medium heat, stirring constantly, until tapioca is thickened and boiling. Let cool slightly (tapioca will be slightly thin; it will thicken as it cools).
- Divide one-third of the tapioca pudding into bottom of 24 (6 oz) dessert dishes. Layer half of the mandarin sections over top; repeat layers. Top with remaining tapioca pudding.
- In large bowl, beat whipping cream and Whip it until soft peaks form, dollop over each serving.
- Garnish each serving with mandarin section. Refrigerate 2 to 4 hours before serving.
